Delete a service category
Deletes the category. A category that still holds services (archived ones included) cannot be deleted
(400): move or remove them first. Answers 200 with {"id", "deleted": true}. Audited with the API key as
the actor. Requires the catalog:write scope and an Idempotency-Key header.
